The Periscope was formed with a core desire to revamp processes that define who participates in shaping public investments in S&T. New institutional policies and programs that can carry public investment into community life build on the following principles:

Define research models and S&T agendas that meet the tangible needs of the tax payer and sustain the R&D enterprise; help to funnel existing solutions towards needs.

Include learned experience as valid perspectives and adjust to priorities of impacted communities.

Recognize that groups have been working to address these problems locally. Partner with them as our bridge to engage communities holistically, historically and with respect.

Build pathways for stakeholder ownership in both investment and outcomes, capturing benefits locally.

Address systemic problems that had led to public disenchantment, and detachment.

Create impact models that do not solely rely on for-profit foundations to provide the public with broad and lasting benefits.
